PARIS, Jan 12 (Reuters) - Spain reported a case of the highly contagious H5N8 bird flu virus in wild geese in the northern part of the country, the World Organisation for Animal Health (OIE) said on Thursday, citing a report from the Spanish ministry of agriculture.

NEW HAVEN, Conn. (AP) — Yale University graduate students on Monday petitioned the National Labor Relations Board for union recognition, saying they have organized to address concerns surrounding pay and benefits and give themselves a stronger voice in university affairs.

The H5N8 strain, which is deadly for poultry but has not been found in humans, has spread across Europe and the Middle East since late last year, leading to the slaughter of hundreds of thousands of poultry and the confinement of flocks indoors.

A Yale spokesman, Tom Conroy, said the university is opposed to a graduate student union. Yale President Peter Salovey said in response to last week's ruling that it presents an opportunity for campus debate, but he worries the relationship between teachers and graduate students could become less productive and rewarding under collective bargaining.

An NLRB spokeswoman confirmed receipt of the Yale students' petition and said the board did not have a count available on the number of petitions from other schools, if any, since its ruling last week in a case involving graduate students at Columbia University.

Emily Sessions, who is entering her fourth year in a doctoral program on History of Art, said she loves teaching undergraduates but believes a union would help negotiations for fair compensation. Last semester, she said, she was asked to double her teaching load — from teaching one section to two — without any increase in pay.

Yale students involved in the organizing effort said they believe a union would help them negotiate better terms and give them more influence over university policy, including efforts to promote diversity.

The polls were marred by violence and delays in delivery of voting materials in areas seen as opposition strongholds, as well as a government shutdown of social media. Election observers cited many irregularities, with the European Union delegation saying the election commission lacked independence.

Ringwald, who starred in the films "Pretty in Pink" and "Sixteen Candles," is no stranger to the stage, having been on Broadway in "Cabaret" and "Enchanted April." Off-Broadway, she has been in "Modern Orthodox," ''How I Learned to Drive" and "Tick, Tick ... Boom!"

"We've been ready to vote for a long time," said Local 33-UNITE HERE co-chair Robin Canavan. "We're extremely excited to have our election, make it official, and get to negotiating a contract for the improvements we want to see."

Uganda's top court heard a petition against Museveni's victory and ruled he was validly re-elected. Despite the court's decision, Besigye has urged his supporters to wage a defiance campaign over the disputed polls as well as what he says is harassment by the security forces.

Besigye came second in presidential elections held in February, but rejected the official results as fraudulent and called for an international audit of the results, one of the reasons cited for charging him with treason.

At Yale, like some other private universities, graduate students had been preparing for months in anticipation of the ruling. In asking for certification of Local 33-UNITE HERE as their union, the Yale graduate students are seeking NLRB elections department by department, beginning with those where union support appears strongest.

Besigye was charged afresh after being transferred from Moroto, where had been detained after the treason charges were first read to him last week, said Solomon Muyita, a spokesman for the judiciary. Treason has a maximum penalty of death upon conviction. Besigye will return to court on June 1.

The filing follows a board ruling last week that found graduate assistants at private universities are employees and have a right to union representation — a reversal of guidance that had stood since 2004. Graduate students at many public universities, which are covered by state labor laws, are already unionized.
